- IRCC has frozen the PGWP-eligible programs list at 1,107 fields for all of 2026, so Indian students can plan their Canada program with full confidence.
- All PGWP applicants must now submit a valid language test score: CLB 7 for university graduates and CLB 5 for college graduates, across all four skills.
- Master’s graduates receive a full 3-year PGWP even if their program was only 8 months long, making it the most powerful route to staying in Canada.
Canada’s updated Post-Graduation Work Permit (PGWP) eligibility criteria are now fully in effect, bringing significant changes that every Indian student must understand before choosing a college or university program. University students graduating with a bachelor’s, master’s, or PhD remain eligible for the PGWP in Canada. However, students completing college-level, polytechnic, or certain university programs will only qualify for a post-graduate work visa if they have pursued one of the courses that fall within IRCC’s officially frozen list of 1,107 PGWP-eligible programs.
In this blog, let us discuss the updates incorporated in the PGWP rules in Canada in more detail.
Study in Canada: Important Stats
India has historically been the single largest source of international students in Canada. At its peak, approximately 427,000 Indian nationals held valid study permits — representing over 40% of all study permit holders in the country at the time. However, Canada’s tighter immigration policies have sharply reshaped this trend: study permits issued to Indian students dropped by over 33% in the most recent year, making it more important than ever for Indian students to choose the right program, the right province, and the right institution from day one.
Canada Immigration Policy: Key Updates Every Indian Student Must Know in 2026
Immigration, Refugees, and Citizenship Canada (IRCC) has introduced a series of sweeping regulations that are now fully in force, directly impacting every Indian student planning to study in Canada today. According to IRCC, these regulations were introduced to uphold the standards of Canadian higher education institutions and ensure a more sustainable, compliance-driven international student program. The following are the important regulations brought up by the government of Canada this year.
Canada’s PGWP Eligibility Criteria: What Is Currently in Effect
International students who begin their study program at Public College Private Partnership (PCPP) colleges — including regional colleges and polytechnics — are no longer eligible for a PGWP upon completing their program.
- However, this rule does not apply to university students graduating in bachelor’s, master’s, and PhD courses.
For college-level programs and some of the university programs, 1,107 eligible programs are currently recognised across 6 key sectors: Agriculture and Agri-food, Healthcare, STEM, Trades and Transport, Social Sciences and Education, and Government — with IRCC officially confirming the list will remain frozen with zero additions or removals throughout all of 2026.
What Hasn’t Changed?
To be eligible for a PGWP in Canada, international graduates must continue to meet the general eligibility criteria and International students who submitted their study permit application before the policy cutoff date remain eligible for a PGWP under the previous, simpler rules — without needing to meet language or field-of-study requirements — as long as all other general eligibility criteria are met.
Update in Canada’s PGWP Eligibility Criteria
These rules currently apply to all Indian students submitting a PGWP application today. Here is exactly what is required:
- International students must have graduated from a university with a bachelor’s, master’s, or PhD degree and also fulfil either English or French language skills with a minimum level of CLB 7 and NCLC 7, respectively, in below four areas:
- Reading
- Speaking
- Writing
Listening
- If they have completed a college-level program or any other courses whose CIP code appears on IRCC’s current list of 1,107 PGWP-eligible fields of study, then they must demonstrate either English or French language skills with a minimum level of CLB 5 and NCLC 5, respectively, in all four language areas.
If they have completed any other university-level program, then they must demonstrate either English or French language skills with a minimum level of CLB 7 and NCLC 7, respectively, in all four language areas.
Cap on Study Permits for International Students
- IRCC has implemented a rolling annual cap on study permits as part of its strategy to reduce Canada’s temporary population. The issuance target for the current year stands at 437,000, and has been further reduced to 408,000 for 2026 — a 7% cut and the lowest target in recent years.
- This means that each Canadian province was assigned a specific quota for their regional institutions, determining the number of students they could admit.
- The cap quota allocated to each province in Canada is decided based on their population.
Applicants must provide a provincial attestation with their study permit application to get a study permit.
Exceptions
- Study permit renewals.
Students pursuing Master’s or Doctoral degrees and elementary and secondary education will not be included in the cap.
Current study visa holders will not be impacted.

Increase in Duration of Post Graduate Work Permit
The PGWP duration depends on your level and length of study. Programs under 8 months do not qualify. Programs between 8 months and under 2 years receive a PGWP equal to the length of the program. Programs of 2 years or longer receive a 3-year PGWP. Master’s graduates receive a 3-year PGWP regardless of program length, as long as it is at least 8 months long. Importantly, a PGWP is issued only once per person — it cannot be renewed or extended, so making the right program choice from the start is critical.
Restriction on Open Work Permits (For Spouses)
The IRCC has also restricted the open work permits to the spouses of international students. The open work permits are now limited to spouses of highly skilled or specialised workers and international students enrolled in master’s and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.
